Prime Minister Narendra Modi addressed the 60th All India Conference of Directors General and Inspectors General of Police at the Indian Institute of Management Raipur, urging a 'whole-of-government' approach to tackling drug abuse that blends enforcement, rehabilitation, and community-level intervention. He framed the moment as a chance to align policing with the aspirations of a developing nation advancing toward 'Viksit Bharat', and called for regular monitoring of banned organisations, as well as the holistic development of areas freed from Left Wing Extremism. He also pressed for innovative models to strengthen coastal security and urged state police forces to better integrate uninhabited islands into national surveillance and response networks.

Modi highlighted the need to transform the public perception of police, especially among the youth, by raising professionalism, sensitivity, and responsiveness, while enhancing urban policing and revitalising tourist police units. He underscored the importance of public awareness about the newly enacted Bharatiya Nyay Sanhita, Bharatiya Sakshya Adhiniyam, and Bharatiya Nagrik Suraksha Sanhita, which replace colonial-era criminal laws.

The prime minister spoke at a conference themed 'Viksit Bharat: Security Dimensions', attended by Union Home Minister Amit Shah and National Security Advisor Ajit Doval. He urged police leadership to realign policing practices to match a modern, aspirational India, and to adopt innovative strategies for intelligence gathering by leveraging databases integrated under NATGRID and Artificial Intelligence to generate actionable insights. Modi also called for accelerating efforts to strengthen urban policing, coastal security, and disaster management, while encouraging universities and academic institutions to conduct case studies that can inform policy and practice. He noted the inauguration of Skyroot Aerospace’s Infinity Campus as a 'new boost' to India’s space ecosystem, tying technological advancement to broader national security and development goals.
